The connection page is also a database selection The greyed one are not usable by the user directly, they are considered system database They are yet interesting for many usage so display near traditional ones

Creation

Click on Create button and enter a name with no special char and 2 letters minimum

The collation of your future database will be the one configure as default by the DBMS. Except for MySQL and derivative, where utf8mb4 charset and utf8mb4_unicode_ci collation is used to maximize compatibility
